Regional Programs

LA County’s regional water programs work together to protect our water resources, strengthen local water supply and support the long‑term resilience of communities across the region. From comprehensive planning and collaboration to infrastructure investment and protecting our water resources, these initiatives help ensure clean, reliable and sustainable water for everyone.
The LA County Water Plan
The LA County Water Plan (CWP) provides a long-term roadmap to achieve regional water resilience through collaboration. Adopted by the Los Angeles County Board of Supervisors in 2023, the CWP builds upon and complements existing local and regional water planning efforts to ensure equitable and sustainable water resources for everyone. The CWP is focused on four key focal areas where new or additional regional collaboration can add value — regional water supply reliability, groundwater management and quality, small, at-risk system resilience and drinking water equity and watershed sediment management.
The Safe, Clean Water Program
The Safe, Clean Water Program funds community-based projects that capture and clean stormwater while also improving quality of life. The Program was created in 2018, when LA County residents recognized the potential to absorb more of our stormwater and voted for Measure W. It provides funding, expertise, and partnership to community groups, municipalities, and individuals looking to capture and clean stormwater, helping to increase our local water supply and safeguard water quality. The Program also ensures that we comply with the Clean Water Act and fulfills our obligation to take action to protect our communities.

Integrated Regional Water Management
Integrated Regional Water Management (IRWM) is a collaborative working group that brings together cities, water agencies, tribes, community groups and other water partners to coordinate planning at the watershed level. This group coordinates planning and funding of water-related projects such as stormwater capture and flood management. Together, they ensure that communities across the region have a safe and sustainable water future.
Infrastructure LA
Infrastructure LA brings together public agencies focused on strategizing and advancing water infrastructure projects in LA County. This will be accomplished by developing integrated, cross-agency projects that serve the LA County region and maximize the use of water infrastructure funding.
